Specifications include, but are not limited to: 8.1.1 Anti-caking Agent: The Sodium Chloride (Rock Salt) shall arrive at each delivery location in bulk and in a free flowing, lump-free condition. The Sodium Chloride (Rock Salt) must also be treated with a sufficient amount of anti-caking compound to increase outside storage capabilities. The quantity of the anti-caking agent, YPS (Yellow Prussiate of Soda) or County approved substitute, shall be in the range of 0.1 to 0.2 pounds per ton. The contractor shall ensure a consistent thorough mix of anti-caking agent throughout the salt. 8.1.2 Sodium chloride, provided under this RFP, shall not be less than 95% sodium chloride. 8.1.3 The percentage of moisture content of the delivered sodium chloride at the time of delivery will be determined by the County by drying a County determined representative sample at 230 plus or minus 9 degrees F (110 plus or minus 5 degrees C) to constant weight. 8.1.4 Sodium Chloride (Rock Salt) represented by samples containing moisture of less than 1 percent will be accepted. Sodium Chloride (Rock Salt) represented by samples containing moisture of more than 1 percent, but not more than 2 percent may be accepted, at the sole discretion of the County, and will be subject to a deduction of 2 percent of the delivered price for each ½ of 1 percent moisture or fraction thereof. Deductions for moisture exceeding 1 percent will be taken on all deliveries received from the sampled location the day of the sampling. 8.1.5 The clay size fraction of the insoluble residue shall not exceed 1 percent of the total salt material. The percentage of clay shall be determined by the NJDOT’s test procedure “determination of clay size material in Sodium Chloride (Rock Salt).”
