Specifications include, but are not limited to: All equipment operators shall be competent CDL licensed drivers for any vehicles or equipment requiring a CDL License. The contractor shall only be compensated the respective total all-inclusive per vehicle and Contractor Supervisor rates submitted herein. The contractor shall not request and the County shall not approve any other compensation for the provision of these services. Contractor shall perform the snow removal services at times and places designated by the Cumberland County Public Works Director, or his designee, in accordance with the terms and conditions set forth herein. Bidders bidding three (3) or more vehicles shall be required to provide and assign a Contractor Supervisor when snow removal services are required. The Contractor Supervisor shall 1) be required to familiarize themselves and their drivers with the roads and areas assigned to them; 2) prioritize roads in the assigned area for snow removal; 3) provide a cell phone number to the County by which the Contractor Supervisor may be contacted at all times; 4) maintain frequent communications with Headquarters and 5) insure that all assigned work is properly performed and completed. The contractor shall supply all equipment and personnel necessary to plow County roads, including maintenance, parts materials, etc. All equipment furnished by the contractor in the performance of this bid/contract shall be in good operating condition and shall be subject to approval by the County prior to contract award and/or the provision of services. The County of Cumberland shall not be responsible for any damage to the contractor’s equipment. The County shall not be responsible for providing vehicle towing and/or removal services for contractor vehicles that may require towing and/or removal. The County shall establish Snow Removal Services Headquarters at the Cumberland County Public Works Department, 800 East Commerce Street, Bridgeton, New Jersey 08302. Upon receipt of plowing orders issued by the Public Works Director, or his designee, the contractors will immediately proceed to their respective assigned routes and commence plowing services. The County shall make all reasonable efforts to assign the contractors to areas in close proximity to their place of business. Contractor vehicles shall be mobilized and in place, ready to commence plowing services within one (1) hour from the time of notification by the Public Works Director, or his designee. The contractor shall be compensated for that one (1) hour mobilization period.
