Description:
The United States (U.S.) Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM MAS), is seeking to identify potential sources capable of providing comprehensive program management support services.
Current total requirements for each labor category under this market survey are unknown at this time but may increase during the Period of Performance.
Program management support provided shall consist of the following duties as described:
• Production Manager(s): Shall provide real time analysis, oversight and reporting on major plant functions (including component and ammunition production, quality management, equipment maintenance, environmental assessments, new or rebuilt equipment installations, training and management) and key events such as root cause analysis, critical failures tracking, First Article Test (FAT) events and Malfunction Investigations. Assist in preparing information in support of request for proposals, source selection evaluations and contract execution. Support will include, but not be limited to, reviewing and providing input to the technical and contract requirements and performance work statements, conducting plant tours, reviewing and analyzing proposals. Extensive experience with performing independent evaluations of technical or process problems impacting delivery of small caliber ammunition or in-process components. Participate in root cause analyses, provide recommendations, follow-up implementation of corrective actions and coordinate data. Analyze process and equipment improvement needs and opportunities to reduce costs, improve product quality and / or expand industrial capacity to meet funded or forecasted delivery requirements. Review project proposals and recommend candidate projects for consideration for Army or joint funding. Monitor activities on Army funded projects and programs. May include other duties as assigned. Duty location will be at Lake City Army Ammunition Plant (LCAAP), Independence, Missouri.
• Operations Officer(s): Shall provide skills relative to large caliber (105-millimeter (mm) - 120mm), medium caliber (20mm-50mm), 40mm grenades and small caliber (5.56mm - .50 Caliber) weapon systems, and Special Ammunition and Weapon Systems, with a particular expertise on the ammunition to support operations on-site. Essential duties include participate in program management efforts. Review and provide input to technical data packages (TDPs), participate in technical discussions, and provide technical direction for a program based on recommendations from supporting organizations. The contractor shall participate in weekly meetings, program reviews and attend meetings at Government, contractor and subcontractor facilities. Support management of day-to-day program office operations, maintaining and coordinating a responsive tracking system, coordinating higher authority visits, reviewing policies, directives, regulations and developing implementing guidance, developing techniques to improve effectiveness and productivity, analyze extensive program data / interrelationships, and prepare program plans and proposals, identify existing or potential problem areas and recommend necessary corrective action, coordinate data for variety of PM events such as program reviews, review and analysis meetings and resources. May include other duties as assigned. The duty location may be at Picatinny Arsenal, NJ, or LCAAP, Independence, MO.
• Support Specialist(s): Shall provide coordination of logistics for projects, events, and travel. Handle internal and external communications, initiating and coordinating travel arrangements, conducting accountability and time reports to ensure compliance, reporting and correspondence generation, and registering personnel for conferences. Supporting meetings, conferences, ceremonies and special events, design / set‐up display for exhibits, communication support including pre‐event planning and administrative details. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
- Senior Support Specialist(s): Shall provide coordination of logistics for projects, events, and travel. Duties include document control, data entry and research, and maintaining records and databases. Handle internal and external communications, initiating and coordinating travel arrangements, conducting accountability and time reports to ensure compliance, reporting and correspondence generation, and registering personnel for conferences. Performing and preparing briefing charts, agendas, meeting minutes, reports, presentations and binders, supporting meetings, conferences, ceremonies and special events, design/set‐up display for exhibits, communication support including pre‐event planning and administrative details. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
• Engineer(s): Shall have experience and skills necessary to organize, direct, and coordinate planning and implementation of all engineering support activities, interface with Government personnel, formulate and review project feasibility studies, determine, costs, ensure conformance to work standards, interpret policies, purposes, and goals of the organizations for subordinates, manage systems safety studies, acquire and utilize resources to achieve project technical objectives. Responsible for the technical aspects of each project. Familiar with probability, reliability, statistical analysis methods, sampling and test and evaluation techniques, data collection and applicable regulations and standards. Experience and skills necessary to perform tasks such as the primary contributor in application of engineering and scientific principles to meet technical requirements, develop technical concepts, plan for implementation, monitor technical progress, design tests, assess performance data, and develop solutions to technical problems, and author, edit and contribute to production of technical reports and other technical products, such as overall project concepts and descriptions, test plans and technical reports. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
- Mid-Level Engineer(s): Shall have experience and skills necessary to organize, direct, and coordinate planning and implementation of all engineering support activities, interface with Government personnel, formulate and review project feasibility studies, determine, costs, ensure conformance to work standards, interpret policies, purposes, and goals of the organizations for subordinates, manage systems safety studies, acquire and utilize resources to achieve project technical objectives. Responsible for the technical aspects of each project. Familiar with probability, reliability, statistical analysis methods, sampling and test and evaluation techniques, data collection and applicable regulations and standards. At least three years in managing a professional staff must be demonstrated. Experience and skills necessary to perform tasks such as the primary contributor in application of engineering and scientific principles to meet technical requirements, develop technical concepts, plan for implementation, monitor technical progress, design tests, assess performance data, and develop solutions to technical problems, and author, edit and contribute to production of technical reports and other technical products, such as overall project concepts and descriptions, test plans and technical reports. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
- Senior Engineer(s): Shall provide skills as primary contributor, in a leadership role, in the application of engineering and scientific principles to meet technical requirements. Responsible for the technical aspects of each project. Capable of system conceptualization, system level requirements definition and system test and evaluation. Familiar with probability, reliability, statistical analysis methods, sampling and test and evaluation techniques, data collection and applicable regulations and standards. At least five years managing a professional staff must be demonstrated. Experience and skills necessary to perform tasks such as the primary contributor in application of engineering and scientific principles to meet technical requirements, develop technical concepts, plan for implementation, monitor technical progress, design tests, assess performance data, and develop solutions to technical problems, and author, edit and contribute to production of technical reports and other technical products, such as overall project concepts and descriptions, test plans and technical reports. May include other duties as assigned. The duty location may be at LCAAP, Independence MO, or Picatinny Arsenal, NJ.
• Senior Analyst(s): Shall serve as the focal point in a leadership role responsible for life cycle cost benefits analysis (CBA) or business case analysis (BCA) of alternative options and make recommendations. Conducts return on investment analysis and break-even analysis. Analyzes information requirements. Evaluates analytically and systematically problems of workflow, organization, and planning. Significant experience and prior knowledge of analyzing and communicating potential impacts of requirement decisions to cost, schedule, and performance as well as performing strategic planning, budget insights, research analysis, technical assistance, workload modeling, fact finding, and efficiency studies. Applies as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques. Assists in establishing standards for information systems procedures. Recommends sound, logical business improvement opportunities consistent with the configuration information management guiding principles, cost savings, and open architecture objectives. Prepare independent Life Cycle Cost Estimates (LCCE) for Ammunition programs of record in the Automated Cost Estimating Integrated Tools (ACEIT) system to determine the reasonableness of Project Manager’s Baseline Estimate for a weapon system. Extensive experience working as a Product/Project Manager and providing independent analysis on the readiness of Major Defense Acquisition Programs (MDAPs). Apply various methodologies to include Cost Estimating Relationships (CERs), costing factors, analogies, learning curve analysis, sensitivity and uncertainty analysis. Defend cost estimates to Deputy Assistant Secretary of the Army (DASA)‐Cost and Economics (CE) for validation. Tracks Acquisition Program Baseline (APB) cost thresholds through program executions. Performs Earned Value Management (EVM) analysis. Prepare Independent Government Estimates (IGEs). Perform various assessments in support of the mission of PM MAS. Extensive experience with providing professional Government Accounting and financial assistance to the assigned area and financial manager regarding financial and accounting functions, the application of accounting principles, policies, and procedures. Possess extensive knowledge of Government Accounting functions and Government financial systems. Support audits and quarterly reviews. Research and resolve abnormal account conditions/transactions. Conduct on-going reviews of accounts to quickly discover abnormal conditions and to ensure compliance with applicable laws, regulations, policies, and/or directives. Prepare procurement packages, acquisition documents, and milestones in support of PM MAS acquisition programs. Manage and evaluate assigned procurement and business activities. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
• Analyst(s): Shall serve as the focal point responsible for life cycle CBAs or BCAs of alternative options and make recommendations. Conducts return on investment analysis and break-even analysis. Analyzes information requirements. Evaluates analytically and systematically problems of workflow, organization, and planning. Tracks APB cost thresholds through program executions. Performs EVM analysis. Prepare IGEs. Perform various assessments in support of the mission of PM MAS. Experience with providing professional Government Accounting and financial assistance to the assigned area and financial manager regarding financial and accounting functions, the application of accounting principles, policies, and procedures. Possess knowledge of Government Accounting functions and Government financial systems. Support audits and quarterly reviews. Research and resolve abnormal account conditions/transactions. Conduct on-going reviews of accounts to quickly discover abnormal conditions and to ensure compliance with applicable laws, regulations, policies, and/or directives. Prepare procurement packages, acquisition documents, and milestones in support of PM MAS acquisition programs. Manage and evaluate assigned procurement and business activities. May include other duties as assigned. The duty location will be at Picatinny Arsenal, NJ.
• Item Manager(s): Shall serve as the focal point responsible for conducting planning, management and oversight of all assigned program activities. Prepare written assessments of project status and analysis of project events. Provide independent assessments pertaining to the readiness of programs to proceed, the risks and adequacy of the approach being taken. Accomplish system integration and problem solving by organizing, facilitating and leading Integrated Product / Process Teams. Participate in the development of Test and Evaluation Master Plans (TEMP), Performance Specifications (P‐Specs) and other Milestone documentation. Support test and evaluation activities. Develop briefings and information reports. Perform independent evaluations of technical or process problems impacting delivery or quality of ammunition cartridges or components. Participate in root cause analyses, provide recommendations, follow‐up on implementation of corrective actions. Extensive experience on developing milestone documentation, test & evaluation as well as root cause analyses. Explores solutions to user concerns. Review industrial base facilitation efforts to include recapitalizing existing capabilities (e.g. modernization) as well as potential implementation of new products, equipment and processes. Develop and support implementation of cost savings initiatives. Review project proposals and recommend candidate projects for consideration for Army or joint funding. May include other duties as assigned. The duty location may be at Fort Benning, GA, Detroit Arsenal, MI, and Picatinny Arsenal, NJ.
• Warfighter Ammunition Information Program (WAIP): Shall have knowledge and experience with U.S. Army direct fire ammunition necessary to convey critical information on the use, handling, safety and performance of conventional direct or indirect fire ammunition in a tactical environment for deploying Active Duty, Reserve, and National Guard troops across the Armed services. Significant experience and knowledge of user training, gunnery, and test exercises. Ammunition usage, issues, and training feedback shall be collected and reported to PM MAS. Attend and brief at ammunition test events and provide insight based upon interaction with the user community. May include other duties as assigned. Extensive Travel Required. The duty location may be at Ft. Benning, GA; Ft. Sill, OK; Ft. Rucker, AL; Detroit Arsenal, MI, or LCAAP, Independence, MO.
Security Clearance:
A SECRET security clearance is required for all positions.
Planned Acquisition:
The Government is seeking interested sources to fulfill the requirements indicated above for Fiscal Years (FYs) 27 - 32. The work may be performed at LCAAP in Independence, MO; Fort Benning, GA; Ft. Sill, OK; Ft. Rucker, AL; Detroit Arsenal, MI; and Picatinny Arsenal, NJ.
