The U.S. Army Contracting Command- New Jersey (ACC-NJ) on behalf of the U.S. Army Garrison – Picatinny Arsenal, Directorate of Public Works (DPW), is issuing this Sources Sought Notice to identify capable 8(a) sources that are qualified general construction firms with demonstrated experience in construction and renovation projects, specifically those requiring adherence to Unified Facilities Criteria (UFC) standards and force protection regulations. The firms are expected to have the yearly capacity to handle at least 12 concurrent project orders (totaling approximately $2.5M) with each ranging in value, scope/complexity, and schedule. The anticipated projects may include, but are not limited to: building renovations, infrastructure upgrades, and new construction within the Picatinny Arsenal installation. Interested sources must be able to meet security requirements for access to Picatinny Arsenal, including personnel background checks.

The purpose of this notice is to conduct market research to determine the availability of qualified sources, assess industry capabilities, and gather information regarding potential small business participation. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas/restrictions. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature.
This Sources Sought is for planning purposes only and does not constitute a Request for Proposal (RFP) or an obligation on the part of the US Government. Responses to this market survey are not proposals and cannot be accepted by the Government to form a binding contract. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This notice should not be construed as a commitment of any kind by the Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts.
