WORK SCOPE It is the intent of the Joint Meeting to procure excavation and repair services on an “as needed” basis to the Joint Meeting Trunkline Collection, Manholes and Flow Monitoring Systems. General Intent The Joint Meeting of Essex and Union Counties (JMEUC), a cooperative enterprise of eleven (11) Essex and Union County municipalities, owns, operates and maintains approximately 43 miles of gravity sanitary sewer trunk lines (the JMEUC Trunk Line Collection System) ranging in size from 10-inches to 81-inches in diameter. The Original Joint Trunk sewer (approximately 22 miles) was installed in the early 1900’s, while the Supplementary Joint Trunk sewer (an additional 21 miles and running, for the most part, parallel to the Original Trunk) was subsequently installed in the early 1930’s. The majority of pipeline materials found in the original trunk sewer are Brick and Vitrified Clay (VCP), while Reinforced Concrete (RCP) is found, for the most part, within the supplementary trunk sewer. The Contractor shall provide on an "as needed" basis all labor, equipment, material, transportation, etc., required to provide excavation services and repairs to pipelines, manholes, catch basins, sumps, tanks and other utilities/ appurtenances at the Joint Meeting Trunkline Collection, Manholes and Flow Monitoring Systems of the Joint Meeting of Essex and Union Counties. The Contractor will be required to provide, upon notice, operators, equipment and field supervision, if necessary, utilizing backhoes, excavators, pavement breakers, etc., to accomplish the above. Joint Meeting will provide 48 hours’ notice to the Contractor, unless emergency conditions dictate otherwise. The Contractor shall provide all necessary Traffic Control (local, state, county, etc.), if and when required, dependent upon location. Estimated Quantity The Joint Meeting does not guarantee the frequency that such services are required. The hours and days set forth on the proposal sheets are estimates only based upon the Joint Meeting’s review of actual experience in the recent past. The hours and days set forth on the proposal form shall be that which is used in determining the lowest responsible bidder for an award of contract, but the Joint Meeting is not bound to call the contractor except when actually needed for services required by this contract; and the Joint meeting shall not be bound to pay the extensions set forth on the bid proposal forms but only to pay the contractor for the hours and days actually worked at the unit prices bid by the bidder.
