CDBG applications must be presented at an open public meeting of the municipality where the project is located, and the municipal certification must be completed before the application’s due date and time. Failure to do so will be considered a fatal flaw and the application will be considered unacceptable. Please plan accordingly. The Community Development (CD) Committee is comprised of two (2) representatives of each participating municipality and two (2) representatives appointed by the Board of County Commissioners. The CD Committee, operating both as a whole and through its Special Subcommittees, reviews and recommends implementation policies to the Commissioner Board. A Special Subcommittee of the CD Committee will review all proposals requesting funds and recommend project funding levels to the Board of County Commissioners. The CD Office of Somerset County administers the program to ensure compliance with federal regulations. The CD Office reviews all applications; staff provides assistance to the CD Committee and gives technical assistance to applicants. Local governments and nonprofit agencies may apply for the CDBG funds. The participating local governments ensure that public participation requirements are met locally. Each proposal must have a municipal sponsor, or town, in which the project will be implemented. No project may be undertaken, or services provided in any municipality, without presentation of the project to the governing body of that municipality.
