The Selected Consultant shall further develop the proposed Phase 2 concept plan to provide the following elements: 1. A gravel parking lot with curb and accessible parking at the location of the existing informal parking area. Revise the existing parking lot entrance and curb cuts to accommodate two-way vehicular traffic at the parking lot entrance. 2. An accessible area for park information kiosk and a drinking fountain adjacent to the parking lot with an accessible connection to the existing sidewalk at Riverview Ave. 3. A central walkway from the parking area toward the river that terminates in a circular patio. This patio is to be utilized as a meeting point for launching group activities, and as an intersection of the main pathways of the park. This patio is to contain artistic detailing within the ground plane that references Shark River and the history/location/natural interest of the site. 4. Accessible pathways from the circular patio to West Concourse and to the pier area. 5. A new pier to replace the existing wooden dock. Evaluate the condition of the existing dock. A full replacement of the pilings and structure is anticipated to be required based on the poor condition. MCPS desires a wider pier, if possible, to accommodate two-way pedestrian traffic and sitting areas positioned for the sunset. Railings should be installed on all sides. The Selected Consultant shall review permitting requirements and propose a location and configuration for the pier that will balance the intended use of the park and permitting challenges. 6. Removal of the existing moorings and pilings adjacent to the dock.
