a. The successful proposer shall be assigned project(s) for implementation and completion. Project types may include, but not be limited to the following: Oversee the demolition, removal and disposal of certain City-owned residential properties that are vacant and abandoned in such a manner as to ensure compliance with and reimbursement from the New Jersey Department of Community Affairs, Housing Mortgage and Finance Agency (“Agency Requirements”) program for blight remediation. b. A successful proposer will be required to perform the following tasks: i) Perform an initial investigation of each property and make recommendations regarding the scope of work for demolition, removal and disposal. ii) Prepare preliminary cost estimates and schedules. iii) Prepare Scope of Work for advertisement or to secure quotationsfrom qualified demolition vendors/ proposers. iv) Assist in the procurement of vendor services for the City in compliance with the New Jersey Local Public Contracts Law & Regulation as well as Agency Requirements. v) Review of qualifications, proposals and bidsreceived in connection with assigned projects and prepare summary tabulations and recommendations for contract award. vi) Prepare municipal resolutionsfor contracts and change orders. vii) Schedule and conduct meetings and prepare agendas and minutes for the same. viii) Grant compliance and reporting for Agency Requirements. ix) Oversight and documentation of activities performed by procured demolition vendors/proposersfor assigned projects including project schedule and budget. x) Preparation of notices, correspondence as necessary for duration of project.
