Projected Level of Services: 800/1,000 bed days, not to exceed 1,400 Definition This is for outpatient substance use disorder treatment and case management services, provided in a NJDMHAS licensed facility. In order to offer client centered, accessible treatment to clients throughout Middlesex County, this bid is a multi-vendor awarded contract. Treatment services shall include access to medical and support services and may serve as aftercare to patients discharged from a more intensive level of care. The treatment approximates American Society of Addiction Medicine ASAM PPC2-R, Level I. All services must align with the newest ASAM Criteria 4th Edition, with guidelines that use a holistic, person-centered approach It is a requirement of this multi-vendor bid, that both the Treatment Services and the Case Management/Recovery Support Services shall be provided by the same bidder(s) and not by a third party. Recovery Support Services are defined as clinical support services, including case management provided by clinical staff and/or peer support provided by credentialed, Certified Peer Recovery Specialists (CPRS.) Up to 30% of the service may be comprised of Case Management/Recovery Support Services. Description of Services: Treatment Services shall include, at a minimum: o Comprehensive Intake o Treatment Plan Implementation o Medical Services o Substance use disorder Counseling Services o Cognitive Behavioral Therapy o Motivational Interviewing o Trauma informed care o Additional Types of Interventions o Quality Assurance Services o Discharge Assessment and Planning o Ancillary Services (e.g., anger management, family, etc.) Treatment Services Specifications Shall include the following • A biopsychosocial assessment of clients entering treatment and development of an individualized treatment plan. o Shall provide services in accordance with the client’s treatment plan. o Patient’s treatment progress shall be reviewed by a multi-disciplinary team including the substance use disorder counselor at least every thirty (30) days. o The facility shall have the ability to access the provision of emergency medical care in the facility at all times during its hours of operation, as necessary, under written agreements with hospitals and written policies. o Individual, group and family counseling and education. o Didactic sessions on topics including, but not limited to harm reduction, wellness, relapse prevention and health education, including HIV/AIDS prevention education. o Comprehensive quality assurance program. o Written discharge plan shall be prepared and include community resources, linkage to recovery support services (educational, vocational, social services) and support groups, including Recovery Dharma, SMART Recovery and/or 12 Step that support and sustain long term recovery and wellness.
