The selected consultant will be responsible for the following tasks: 1.1 ArcGIS Enterprise Geodatabase Development • Develop a scalable, enterprise-grade ArcGIS geodatabase that generates reports in the format of the New Jersey Department of Environmental Protection (NJDEP) annual inventory form. • Implement relational database structures to integrate data from various construction phases, work orders from Billing, Meter Shop, Construction, and Distribution. • Design geospatial workflows to incorporate relevant tabular data from spreadsheets used for other projects, including the smart meter replacement initiative. • Utilize ArcGIS Pro and ArcGIS Online (AGOL) for data visualization, dashboards, and spatial analysis. 1.3 Online Survey Enhancement & Quality Control • Identify and resolve issues in the existing online survey tool, ensuring seamless data integration with the GIS database. • Develop a Standard Operating Procedure (SOP) for quality control (QC) and validation of spatial and attribute data collected through the survey. • Implement geocoding and spatial verification methodologies to enhance data accuracy. 1.4 Website Maintenance & GIS Infrastructure Support • Develop a standardized template for a GIS and web services maintenance contract that can be renewed every two years. • Include provisions for data hosting, cloud infrastructure support, and system enhancements based on evolving regulatory requirements. • Create an CC for a contract that establishes an annual or bi-annual contract for the maintenance and updates of the Lead Service Line (LSL) website (twwleadprogram.com). • Provide ongoing support for GIS web services, ensuring optimal performance of AGOL-hosted feature layers and associated tools and applications...
