Specifications include, but are not limited to: I. Marketing Plan and Support Team Development 1. Conduct ALP support team evaluations and training. 2. Develop marketing systems and potential participant process plans. 3. Develop a safe efficient layout plan for ALP facilities. 4. Develop market position and competitor analysis. 5. Develop an admission and recruitment strategy. II. Conduct Recruiting and Social Activities 1. Coordinate staffing 24 hrs. per day, five days a week and on holidays. 2. Coordinate Program activity schedule for ALP participants. 3. Coordinate social, health, educational and life skill program activities for ALP participants. 4. Conduct in person interviews to screen potential ALP participants. 5. Conduct background checks of potential ALP participants. III. Finalize Candidate Participation in Program 1. Provide WSMDC reports on candidate participation in ALP. 2. Assist potential candidates with completion of all documents required for program participation. 3. Verify all documentation is completed in accordance with requirements. 4. Ensure Medicaid Managed Long Term Services and Support (MLTSS) acceptance and insurance participation. IV. Oversee Billing and Reimbursement 1. Prepare a monthly report on billing, reimbursement, and participation in ALP. V. Authorization to Operate in New Jersey Proposers must be registered and authorized to transact business in New Jersey. Any proposer, which is a corporation not chartered under the laws of the State of New Jersey must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey. VI. Outsourcing of All ALP Operations This RFP is for the outsourcing of the entire ALP program. The successful proposer must be licensed, or become licensed before commencement of operations, by the DHSS to operate an ALP. With the successful proposer approved by the DHSS, the WSMDC would then cancel its ALP license. The successful bidder would then be responsible for the entirety of any and all ALP operations and reporting responsibilities to all State and local authorities.
