The types of services that may be necessary include: A. Provide general advisory services on engineering-related matters. B. Conduct investigations and special studies for proposed improvements to Turnpike and Parkway roadways, bridges, and facilities. C. Assist the Authority in the development of short and long-range planning of improvements. D. Inspect damage to Authority roadways, bridges, and facilities; and prepare reports of findings. E. Prepare plans and specifications and perform construction inspections for small-scale projects. F. Perform field surveys as necessary to establish existing conditions and controls for proposed design and construction projects, including surveys to establish Authority right-of-way in critical areas. G. Attend and make formal presentations to the Authority’s staff and/or Commissioners. The specific tasks that will potentially be assigned to the consultant will be varied in terms of magnitude, scope, duration, value, schedule criticality, and engineering specialty. As such, the consultant must have the ability to respond to the Authority’s needs on an expedited basis and have the flexibility to make the appropriate personnel available to satisfy those needs. The following is a representative sample of tasks that the Authority has historically assigned to its on-call engineering consultants: 1. Planning: a. Review License to Cross application submissions. b. Provide inspection services of License to Cross construction. c. Review Third-Party submissions of development proposals from adjacent property owners including reports, plans, and schedules. d. Provide inspection services for Third-Party development work. e. Perform environmental studies and prepare reports for Cultural Resources, Threatened & Endangered species, Noise, Air Quality, and Environmental Assessment or Environmental Impact Statements. f. Perform studies on sustainability and resiliency with respect to climate change. g. Prepare vehicular accident damage reports. h. Perform supplemental survey. i. Provide supplemental GIS data creation and modification. 2. Design a. Perform design and prepare construction contract documents, including post design services, for relatively small projects including roadway, guide rail and signing improvement projects and structure repairs. b. Provide supplemental drafting support including preparation of as-builts. c. Prepare updates to the Authority’s manuals, specifications, and standard drawings. 3. Facility a. Perform design and prepare construction contract documents, including post design services, for relatively small scope projects including building demolition, repair and renovation of facilities, and new facility projects. b. Perform testing, adjusting, and balancing services (TAB) and associated reporting. c. Perform air quality testing and associated reporting. d. Perform inspection and recommend repair of HVAC systems. e. Perform building energy efficiency studies. f. Assess the operation of existing water and wastewater facilities. g. Perform commissioning services. h. Electrical engineering - analyzing power demand and designing EV charging infrastructure, distribution, and smart controls, as well as designing solar panel systems for Authority buildings with inverters, wiring, interconnection, and optional storage.
