The objective of this Request for Proposal (“RFP”) is to assist Parkland Health & Hospital System (“PHHS”) in identifying the best qualified company to provide a market pricing system to PHHS in support of its compensation program with regard to market analysis and salary planning activities. These services include survey data management, market pricing analysis, enhanced report capabilities, and salary planning services. PHHS intends to select one provider to provide market pricing services. 3.1 B. Company Profile PHHS was formally dedicated on October 3, 1954; however, its history dates back to 1894. The hospital operates as a 501(c) organization employing approximately 8,000 full time employees. PHHS provides healthcare services primarily to residents of Dallas County. The facility is classified as a short term , acute care facility licensed for 1,000 beds with a level one trauma designation. PHHS is a university-affiliated teaching facility with Southwestern Medical School. PHHS also has taxing authority within Dallas County and is therefore considered a “governmental” organization. 3.2 C. Provider Search and Selection Objectives PHHS is interested in obtaining proposals regarding a market pricing system for jobs employed by PHHS. PHHS expects to select a company that can provide a superior level of salary survey administration, market pricing analysis and trending, and salary planning tools, as well as first class reporting options – for use by Compensation staff and PHHS Leadership. PHHS seeks a web based tool from a nationally recognized provider that can meet the requirements of both the Compensation staff and PHHS Leadership to provide in-depth market analysis which will lead to making optimum salary decisions for PHHS. The company must provide full salary survey data management, including survey data entry and assistance with survey submissions. Competitive direct and indirect expenses will also be salient factors. Open book accounting of all product costs will be expected. The contract award shall be made to the provider whose proposal is most advantageous to PHHS and its employees, taking into consideration the applicable evaluation factors set forth in the RFP. PHHS expects to enter into a 3 year contract, with an option of two(2) consecutive (1) year terms, with the selected service provider.
