Specifications include, but are not limited to: 3.2 Review lead risk assessment(s) and inspection(s) conducted by Passaic Health Division LI/RA staff. Consultant will ensure lead risk assessment(s) and inspection(s) are in conformance with N.J.A.C. 8:51-4.2 et seq. and/or N.J.A.C. 5:17 et seq. and sampling procedures found in the HUD Guidelines. 3.3 Preparation of bid specifications for lead. The work specification for lead should include the removal and replacement (if necessary) of doors, door jambs, windows, and trim covered with lead-based paint. Replacement means removing the window, door or trim and installing a new unit. Replacement usually creates little dust and is cost-effective. The scope of work must also specify that all new replacement windows/doors must be of Energy Star windows with Low E glass insulation. Energy Star windows provide substantial energy efficiency. Low-E glass filters long-wave radiation from the sun. This reduces solar heat gain from the sun in the summer...keeping the home cooler. Low-E glass takes on a new duty in winter months. It lets warm solar rays into the home while blocking the heat in the home from getting out. 3.4 Consultant must conduct all initial inspection reviews within 3 working days after receiving same from the City of Passaic Division of Health.
