TRAFFIC ENGINEERING CONSULTANT RESPONSIBILITIES: • review subdivision and site plans and other related projects, including preparation of written reports that set forth compliance with municipal ordinances, checklists, and accepted planning and engineering design practice. • conduct a site visit to verify existing conditions as well as gain an understanding of the site’s traffic operations, posted speeds, travel speeds, geometry, pedestrian and vehicle movements, curb cuts, sightlines, land uses, and any other pertinent data. • identify when traffic impact studies are needed, and review applicants submitted traffic impact study and plans. the review shall include full conformance to the traffic impact analysis guidelines. Review historical data, past studies, accident reports, and crash rates, and any other pertinent information. review trip generation rates and distribution assumptions. the latest edition of the institute of transportation engineer’s manual shall be a key reference in determining these rates. Review seasonal adjustments, historic traffic growth rates, traffic generated from other existing and proposed projects in the affected area. Review capacity analysis and queuing analysis. Review future traffic impacts, with and without, the proposed development. Review of the level of service (LOSS) analysis for build and non-build conditions. Other proposed projects in affected areas may be part of this review. Review site development plans for proposed access and egress to public roadways. public safety access/egress, emergency access, and ability to safely and effectively navigate the site shall be reviewed and this shall include an auto turn analysis of the entire site using the City of Trenton’s Fire Department’s preferred design vehicle. Review traffic counts, spot speed studies, signs and pavement markings, and accident data analysis. Review sight distance measurements for conformance with state and federal standards. Thoroughly assess the need for traffic mitigation. this shall include the review of proposed mitigation as well as making recommendations for additional mitigations if necessary. Review of traffic signal warrant analysis and provide recommendations as to the need for a signal based on the data. Participate in staff meetings as necessary to review comments on active or pending projects
