The City of Trenton, Planning Board and Zoning Board of Adjustment are interested in retaining the professional services of an Engineering Consultant to assist the Boards in their review of development applications and are soliciting proposals for these services. The selected individual or firm will work with the Division of Planning and designated consultants on site plans, subdivision, and regulated activities that are deemed to be sufficiently complex in nature to warrant the services of an Engineering Consultant to act as consultants to the Boards. i. The Planning Board has regular meetings on the 2nd and 4th Thursday of each month in City Hall, starting at 6:00 pm for conferencing and soon after to the Open Public Hearings for cases proposed – the person/firm will attend meetings as needed ii. The Zoning Board of Adjustments has regular meetings on the 3rd Wednesday of each month starting at 7:00 p.m.- for Open Public Hearing for cases iii. Payments are paid from an escrow account that is funded by the prospective developer. iv. Note that all Courtesy Reviews are subject to the Municipal Land Use Law (MLUL) NJSA 40:55D-31. These payments are paid from the Division of Planning’s Operation Budget. • Review subdivision and site plans and other related projects, including preparation of written reports that set forth compliance with municipal ordinances, checklists, and accepted planning and engineering design practice. • Perform reviews with consideration of planning, architecture, and urban design practices, including new urbanism approaches, as appropriate. • Participate in meetings as necessary to review projects (active, pending, or proposed). • Provide a written technical review to the Division of Planning of site plan or subdivision before or by the time of the required deadline to submit reviews. (Written engineering reviews shall be transmitted in electronic format via e-mail to the Division of Planning, the Department of Public Works, and the Department of Inspections.) • Provide recommendations for projects for items such as surface drainage and runoff, stormwater permits, erosion and sediment control, soils, other environmental issues, general engineering practice, and design, street design and parking standards, sewer infrastructure, traffic, and performance guarantee estimate. • Attend Planning Board meetings as requested by the Planning Board or Division of Planning Staff. • Maintain all documents and other material related to the duties and functions of the review consultant. Assist the Department of Public Works, Department of Inspections, and Division of Planning with the inspection of development projects. • Perform other related engineering services as requested.
