The City of Trenton, Department of Housing and Economic Development (“City”) is soliciting sealed Request for Proposals through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. intending to select one or more qualified law firms or attorneys interested in providing legal services pertaining to redevelopment law and development matters as an independent contractor for the City. This procurement shall be awarded to one or multiple Respondents or whichever is in the best interests of the City of Trenton. The successful respondent(s) must possess significant knowledge and experience in New Jersey Redevelopment Law and significant familiarity with the practical application of the New Jersey Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq. (the “LRHL”), as well as the development process and various contract documents related thereto. Such successful respondent(s) will be responsible for such tasks as: • Redevelopment notifications • Negotiations of redevelopment agreements, financial agreements and contracts • Advice on policies and procedures pertaining to development and redevelopment • Evaluation of financial agreements and PILOT agreements as necessary to ensure such agreements comply with the LRHL, the City’s Redevelopment Plans and the Long-term Tax Exemption Law, N.J.S.A. NJSA 40A:20-1 et seq. • Drafting of documents pertaining to, among others, public/private partnerships, condominiums, air rights, transfer of development rights • Advice and advisory opinions on any matters as it relates to the LRHL and other redevelopment matters • Drafting of Municipal Ordinances and Resolutions The selected attorneys or firms must be available for consultation on a regular basis and shall deal directly with the City Attorney, Director of the Department of Housing & Economic Development or such individuals’ designees.
