Specifications include, but are not limited to: Education Classes, Assessment, Evaluation and Referral: The successful agency will be responsible for providing the Ocean County Intoxicated Driver Resource Center with the educational, screening, evaluation and referral services on a regular basis. The successful applicant will supervise, schedule, and coordinate their professional licensed or certified counseling staff consistent with requirements and qualifications. The selection of the professional staff must have the final approval of the Ocean County Health Department. All sessions must meet the Division of Mental Health and Addiction Services (DMHAS) Intoxicated Driving Program requirements and curriculum. The successful applicant must function with a minimum of two (2) counselors, with at least one (1) being a Licensed Clinical Alcohol & Drug Counselor (LCADC). Additional counselors must, at a minimum, be prepared at the level of Certified Alcohol and Drug Counselor (CADC). Classes generally range from 25 to 50 participants. The successful applicant shall be responsible for teaching the Intoxicated Driving Program classes. The staff teaching must be trained in the IDRC curriculum as per IDP. The applicant must also perform client screenings and evaluations for possible referral for further assessment. The successful applicant may utilize a third licensed counselor on the second day of the IDRC class should the census exceed 35 attendees. Documentation in NJSAMS at the time of the screening is required. The applicant will also be responsible for classroom security, conduct of all participants in and out of the classroom during the hours of the class, and for the provision of any interpreter services required by participants. · Intoxicated Driving Education Classes will be held for 6 hours a day on two (2) consecutive days, Fridays & Saturdays from 9am-3pm at the Ocean County Health Department (OCHD), or at another location in Ocean County provided by the OCHD. An alternate location provided by the proposer will be considered if approved by the OCHD (see Location of Services). Virtual class format are allowable. Further, dates and times of class can be changed throughout the course of the contract through agreement with the OCHD and the awarded provider to respond to COVID19 and other impacting events.
