The County of Ocean is seeking sealed proposals for Housing Assistance and Support Services for Homeless and At-Risk Populations, funded through the Ocean County Homelessness Trust Fund, to provide housing-focused services that are directly related to the permanent housing of individuals and families in Ocean County who are homeless or at risk of homelessness, in accordance with the authorized uses of the Homelessness Trust Fund under the New Jersey Homelessness Trust Fund Act (N.J.S.A. 52:27D-287 et seq.). Services may include: • Rental assistance, including tenant-based and project-based subsidies, for affordable housing projects or designated units that provide permanent affordable housing to individuals or families who are homeless or at risk of homelessness. • Supportive services necessary to help individuals and families obtain, maintain, or both obtain and maintain, permanent affordable housing. • Homelessness prevention services for individuals or families at risk of homelessness, specifically to support their ability to secure and retain stable, permanent housing. All proposed activities must be clearly linked to the goal of assisting homeless or at-risk households in obtaining and sustaining permanent housing. The successful proposer(s) will provide services for the period of October 1, 2025 – September 30, 2026, with the option to renew for up to two (2) additional twelve (12) month periods, contingent upon the successful delivery of services and funding availability.
