The City of Passaic is soliciting bids to establish hourly rates and seasonal maintenance costs for the scheduled and emergency repair of HVAC systems at various municipally owned buildings. Contracts will be awarded on the basis of the hourly rates quoted together with the seasonal maintenance rates quoted. Both categories will be considered in determining the overall lowest bidder as best suited for the City of Passaic. System Overview The City’s inventory includes, but is not limited to: Heating: Gas-fired boilers, oil-fired boilers, perimeter hot water baseboards, fan coil units, and gas hot air units. Cooling & Ventilation: Rooftop units (RTUs), individual room units, and VAV boxes. Controls: Both pneumatic and electrical HVAC control systems. Note: A list of equipment is provided. It is the contractor’s responsibility to familiarize themselves with all equipment prior to submitting a bid. A. Rooftop Units & Related Cooling Equipment Frequency: Four (4) times annually (January, April, July, and October). Minimum Service Checklist: 1. Inspect, tighten, and replace all belts as needed. 2. Lubricate all bearings and motors. 3. Adjust, calibrate, and lubricate louvers. 4. Inspect electrical contacts and replace as required. 5. Replace all air filters. 6. Service exhaust fans (grease and belt replacement). 7. Pneumatic Systems: Change oil in air compressors and replace filters. 8. Secure fan brackets. 9. Spring Service (Annual): Clean AC condenser coils, DX coils, and evaporative cooling coils. 10. Record refrigerant levels and recharge if necessary. 11. Reporting: Report all deficiencies with a quote broken down by labor and material. B. City Hall Complex (Additional Requirements) VAV Boxes: Annual inspection, adjustment, and lubrication of boxes in plenum areas. Thermostats: Annual verification of all room thermostats. Pneumatic Controls: Annual inspection and replacement of in-line filters.
