The City of Passaic is seeking Request for Proposals from law firms licensed to practice law in the State of New Jersey that wish to provide general counsel and litigation services to the City as directed by appropriate officials within the City. The successful firm must have significant experience in representing New Jersey municipalities in all aspects of municipal law. The successful firm will provide the City with legal guidance relating to, but not necessarily limited to: 1. Legal research and/or advisory opinions as needed. 2. Research and draft ordinances and/or resolutions. 3. Review and/or draft contracts, ordinances, and bid specifications. 4. Firm must provide representation when needed for all types of municipal legal issues. 5. Firm must have expertise in all aspects of New Jersey Municipal Law including municipal contracts and alcohol beverage control boards. 6. Must attend meetings of the City Council and/or Council Committees upon request. 7. Conduct programs on specified legal issues for appropriate elected officials and/or city employees upon request. 8. Notify the city of changes in municipal law or state regulations, as well as court decisions that impact the operation of the City. 9. Attend and represent the ABC Board in liquor license matters including disciplinary hearings and license transfers. 10. Any other matters as directed by the City. 11. City Hall office hours – two days per week, as scheduled by the Mayor. 12. Act as legal counsel to the Self Insurance Fund Commission without additional compensation.
