The General Real Estate Appraiser must be a certified General Real Estate Appraiser licensed by the State of New Jersey and be able to render the following services, and in addition, any other services that are necessary and customary to complete the intent of these types of transactions. 1. When the County determines to acquire, sell, condemn, lease, transfer, exchange, and/or create any interest in real property, the General Real Estate Appraiser shall perform and provide a certified appraisal and/or market valuation of said interest in real property. 2. Provide an analysis, appraisal, and valuation of all encroachments, rights-of-way, and easements on County property or owned by the County. 3. In the case of encroachments, rights of way, and easements which are of nominal value, the General Real Estate Appraiser shall provide such analysis, appraisal, and valuation within thirty (30) days of the County notifying the General Real Estate Appraiser ofthe need for same. 4. In the case where the County requests a preliminary valuation, said preliminary valuation shall be completed and provided within forty-five (45) days. 5. In the case where the County requests a certified appraisal, said certified appraisal shall be completed and provided within sixty (60) days. 6. Provide basic advice on an "as needed" basis concerning the acquisition, condemnation, leasing, transferring, exchanging, and/or creation of any interest in real property. 7. Attend in person at all meetings or conferences, wherever located, on an "as needed" basis concerning the acquisition, condemnation, leasing, transferring, exchanging, and/or creation of any interest in real property. From time to time and on an "as needed" basis, the County may require attendance at meetings or conferences at its offices located at 567 Pavonia Avenue, Jersey City, New Jersey, with little or no prior notice.
