It is the intent of the Joint Meeting to solicit Proposals from Respondents that have expertise in the provision of Special Engineering Services. Firms and/or persons responding to this RFP shall be able to demonstrate that they will have the continuing capabilities to perform these services: a. Special Engineering Services as requested by the Joint Meeting including, but not limited to (i) preparing the Annual Assessment Report and Annual Assessments for member municipalities and the City of Elizabeth; (ii)obtaining and reviewing I/I certifications from the municipal engineers for the member municipalities; (iii)obtaining and reviewing Equivalent Dwelling Unit Certifications from the member municipalities; (iv) preparing the Annual User Charge Report; (v) calculate and prepare capital assessments for member municipalities and the City of Elizabeth as outlined in the Joint Meeting’s Capital Improvement Plan; (vi) coordinate and oversee all professional engineering authorizations; (vii) monitor the planning, organization, budgeting and overall construction of capital improvement projects at the site; (viii) maintain effective communications with New Jersey Department of Environmental Protection, United States Environmental Protection Agency, New Jersey Infrastructure Bank (“NJIB”), Federal Emergency Management Agency (“FEMA”), New Jersey State Police Office of Emergency Management, and other governmental officials; (ix) coordinate submission of requisitions for reimbursement of costs through the NJIB and FEMA, as needed; (x) advise Staff with regard to the implementation of the Title 5 Air Permit and Air Emission Statements; and (xi) assist the Administration with the preparation of any necessary agenda material for the Board Meetings; b. Attend regular, special and emergency meetings of the Joint Meeting, as required; c. Attend all other meetings that the Joint Meeting or its Executive Director deem necessary; d. Provide any other Special Engineering Services that may be required by the Joint Meeting.
