A. General Requirements: 1. The Vendor will provide a system that includes utility invoice payment and data management by establishing electronic means for bill collection, maintaining a comprehensive database of energy bill data, and ensuring accurate data extraction from bills. 2. The system must display utility data through analytics that supports the identification of actionable information to reduce energy use and costs by utility and location. 3. The system must allow for the County to pay utility agencies directly. 4. Optional data conversion is requested. 5. No integration is needed. 6. The Vendor’s mobilization period shall last no longer than 30 days after Contract award. 7. System final acceptance is anticipated within 90 days of project kickoff. B. Technical Requirements 1. System Requirements: 1. The system must be cloud hosted. 2. The proposed system must be able to utilize current PCs, running on Windows 10 or higher, available at the County, without the need for additional purchase. 3. The proposed system must run on an SQL Database and provide for the conversion and transfer of data from the current Access Database system in use. 4. The system must allow for the automatic importing of utility bill information where possible, and manually input where automation is not possible. 5. The system must provide the ability for the administrator to modify or format system screens based on roles and responsibilities for a particular user, group of users, or enterprise wide. 6. The system must provide a status monitoring system utilizing workflows and specific fields to monitor the progression of assigned tasks. 7. The system must provide the ability for the administrator to correct data anomalies and ensure overall data integrity. 8. The system must provide an intuitive and graphical use interface. 9. The system must provide real-time user feedback upon violations of data integrity. 10. The system must provide integrated dashboard views of data for management monitoring using real-time visual aids.
