Asbestos Abatement due to water infiltration, minor asbestos-containing material (ACM) removal associated with leaking pipe insulation, and remediation of plaster material impacted by water intrusion. A. Mobilization and Site Preparation 1. Secure and isolate affected areas in accordance with Occupational Safety and Health Administration (OSHA), United States Environmental Protection Agency (EPA), and New Jersey Department of Health (NJDOH) requirements. 2. Install negative air pressure systems and HEPA (high-efficiency particulate air) filtration units. 3. Provide appropriate barriers, warning signage, and restricted access zones. B. Remediation Activities 1. Abatement of asbestos-containing pipe insulation impacted by leakage. 2. Removal and disposal of water-damaged plaster and associated ACMs. 3. Cleaning and decontamination of areas affected by water infiltration. 4. Proper handling of any friable and non-friable ACM identified in the work zone. C. Waste Handling and Disposal 1. Collection, containerization, labeling, transportation, and disposal of asbestos waste in accordance with the Environmental Protection Agency’s National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations and New Jersey Department of Environmental Protection (NJDEP) requirements. 2. Documentation of disposal at licensed facilities. D. Air Monitoring and Clearance Testing 1. Third-party air monitoring (by a consultant designated by the Newark Board of Education) before, during, and after abatement activities. 2. Final clearance sampling performed per Asbestos Hazard Emergency Response Act (AHERA), 40 CFR Part 763.
