The Authority is classified as a major source of air pollution that has been issued a Title V air operating permit (currently BOP240004), which expired on January 23, 2025. The Authority has submitted a permit renewal application and is currently operating under a permit shield. As part of the permit renewal process, the Authority is subject to the recently adopted Environmental Justice Rules (“EJ Rules”) at N.J.A.C. 7:1C. The EJ Rules set forth requirements for the completion of an Environmental Justice Impact Statement (“EJIS”) and the execution of detailed public notice requirements. The Contractor must be able to assist the drafting of the EJIS and subsequent public notice procedures including assistance with the public hearing and responding to comments from interested parties and the New Jersey Department of Environmental Protection (“NJDEP”).
