1. The consultant shall meet with city staff on a monthly basis during the design phase of this project (until the signs are procured) and shall prepare and distribute meeting notes of all meetings including those of any and all committees or groups formed during plan development. 2. The consultant shall convene a technical advisory committee (TAC) to help guide its activities and consult with on findings and recommendation to meet three times during plan development and which will continue to operate after the completion of the plan as a task force to monitor its implementation and organize two (2) focus group and/or design charrettes with a variety of stakeholders, including, but not limited to members of the municipal staff, the City Council, the Planning Board, the Chamber of Commerce, community and non-profit organizations, as well as private citizens and other interested parties in order to provoke public participation in the planning process. 3. Analyze the City’s crash data across all transportation modes as well as, demographics, land use, and planned projects to determine existing and potential future crash patterns by location, type of crash, roadway/intersection types, roadway geometry/characteristics, and any circumstances of a crash which would lead to potential countermeasure identification. 4. Assemble, develop, and/or purchase data sufficient to conduct extensive systemwide analyses that drive emphasis areas and allow for the identification of systemic countermeasures that equitably address safety in the city. 5. Conduct an analysis of factors in the City of Asbury Park inclusive of Title VI, Environmental Justice (EJ), and related elements and identify a statistically valid analysis that identifies overrepresentations of crashes, identifying the relevant demographic and crash factors. Ensure the projects and strategies recommended in the plan will not unduly burden or exclude EJ populations or the transportation disadvantaged. 6. Develop a comprehensive menu of systemic countermeasures including the circumstances in which they should be applied, and planning level unit costs for each as applied in the investment strategy. All systemic countermeasures and the criteria identified for their applicability will need to be reviewed and approved by the City Council. Similarly, the menu will include the development of a list of data-driven actions and benchmarks that advance safety through the lens of Education, Enforcement, and Emergency Services to ensure a well-rounded approach is identified that include the 5 Es
