Specifications include, but are not limited to: 1. Update existing sections of the 2011 Master Plan Circulation Element Update while introducing an emphasis on equitable transportation investment, active transportation, age-friendly communities, healthy lifestyles, alternative fuel vehicles, municipal complete streets policies, autonomous vehicles, ecommerce, freight movement, micro-mobility, green, grey and broadband infrastructure, work from home, first mile-last mile travel options and connecting affordable housing to multimodal transportation systems.; 2. Coordinate the CEU so it is consistent with the goals, objectives, strategies of the 2014 County Investment Framework Map, Somerset County Complete Streets Policy, Somerset County Housing Element, Somerset County Preservation Plan, Somerset County Climate Change Policy and other County planning studies. The Somerset County CEU will advance municipal, county and regional transportation investments, land use, infrastructure priorities, preservation plans, economic development programs and ordinances.; 3. Develop a multimodal transit policy for all transportation modes serving users of all ages and abilities to increase affordable and accessible transportation options for the most vulnerable residents including veterans, people with limited English proficiency (LEP), low income residents, seniors, persons with disabilities and zero car households.; 4. Improve County road safety for all travel modes advancing safety recommendations from the 2022 Federal USDOT Safety Guidance Strategy, 2020 New Jersey Strategic Highway Safety Plan, County Road Safety Audits, and complete streets policies. The Circulation Element will recommend infrastructure and other improvements that make the County transportation system safer and more efficient to operate by keeping County facilities in a state of good repair (SOGR).; 5. Promote the reduction in vehicle miles traveled (VMT) and single occupancy vehicles (SOV) recommending investments that support increased travel mode options. These investments include strategies that will increase walking, biking, hiking, greenway/trail use and public transit usage. Also, include strategies promoting land use choices such as Transit Oriented Development (TOD) and mixed-use development, which offer additional non-automobile travel options.; 6. Promote mobility multimodal recommendations (i.e., first mile-last mile) that improve economic development and tourism connecting existing businesses and tourist attractions to customers and workforce while encouraging new businesses to locate within the County increasing employment opportunities.; 7. Support implementation of the County Climate Change Policy and recommendations of the New Jersey Energy Master Plan to reduce fossil fuel vehicle emissions and the impacts of climate change in Somerset County.; 8. Implement effective outreach and equitable transportation strategies to increase participation in the transportation planning process of county residents living in underserved and disadvantaged communities.; 9. Update the Somerset County EV Readiness Plan that support County and municipal goals to increase electric vehicle charging station (EVCS) infrastructure projects, specifically on Countyowned properties.; 10.Support sustainable and resilient roadways through implementing green infrastructure and ITS projects to reduce negative environmental impacts which adversely affect natural ecosystems and the human-built environment.
