1. Must be a board-certified licensed Psychiatrist or a licensed Psychologist 2. Proof of License must accompany the response. 3. Must have practical experience in the field of Child Sexual Assault Accommodation Syndrome to the extent that the Board-Certified Forensic Psychiatrist or Psychologist must have knowledge of and treated or diagnosed children with Child Sexual Assault Accommodation Syndrome. A significant portion of the physician's practice should involve the diagnoses and treatment of children who have been the victims of sexual abuse. 4. Must have previously qualified in New Jersey Superior Court as an expert in the field of Child Sexual Assault Accommodation Syndrome. The Child Sexual Assault Accommodation Syndrome licensed expert must have been retained by a prosecuting agency in New Jersey at a minimum of one time to examine a victim, met with/ consulted with prosecutors concerning the victim and provided an expert report concerning the victim. The expert's credentials/qualifications to render expert testimony must have been stipulated to by a defense attorney and the expert report allowed or the expert's credentials/qualifications to render an expert opinion were challenged by a defense attorney in Court and the Court determined that the expert was qualified to render expert opinions. 5. A curriculum vitae must be submitted with the proposal outlining the doctor’s educational and professional training, licenses and board certifications, published papers/books, and a detailed description of the required practical experience. 6. Corporation or locum tenens agency must provide, the specific doctors that meet the requirements and who will work with this Office must be identified and the appropriate required documents submitted with this proposal. 7. The number of hours per year the Child Sexual Assault Accommodation Syndrome expert will be retained under this contract varies year to year from a high in some years of approximately thirty (30) hours to a low of zero (0) in some years where no experts were needed. 8. There is no radius, distance or proximity to Somerset County to where the doctor may reside. 9. At least a two to three week notice of when services are requested will be given to the doctor when his/her services are contracted. 10. There will be no penalty for not accepting a contract when contacted by this office if terms, such as time schedules and court appearance dates cannot be met. 11. This will be a “multiple award contract.” 12. Must not have any criminal convictions wherein the potential penalty is greater than six months in jail.
