I. Training and Technical Assistance The contractor will provide hands-on internal CoC training to the City of Trenton, Department of Health and Human Services, CoC staff. Training will consist of but is not limited to internal processes, community engagement strategies, development of policies and procedures to effectively oversee grant management responsibilities and day-to-day management. Facilitate CoC subrecipient contract meeting, technical assistance to CoC partners and City staff and provide guidance and consultation with the department director addressing the various social services needs impacting the homeless. Training will consist of the overall management requirements for the CoC grant and pertinent CoC lead responsibilities. Training will be targeted at addressing the most critical needs identified by the city. II. Grant Administration and Management The contractor will review current operational and management processes and practices. 1. Review programmatic portions of monthly subrecipients drawdowns for eligibility and compliance and training and inform the CoC Lead staff person of any discrepancies. 2. Track all signed HUD CoC grant agreements in Smartsheet. 3.Assist in the training of grant and subrecipient resolutions, DCA waivers, and memos preparations once HUD grant agreements are signed. 4. Assist and train in the preparation of all subrecipient contracts and internal processes through various City departments. 5. Address all requests from department director regarding CoC related issues. 6. Assist with the homeless section of the CDBG Annual Consolidate Action Plan III. Continuum of Care Planning The contractor will be instrumental in assisting the department in identifying additional resources and best practices for aiding the CoC in developing a comprehensive community-wide process that encompasses the coordination with various human services, homeless and housing stakeholders in their effort to prevent and end homelessness. The contractor will assist in the overall monitoring and evaluation of the department’s management, operation and administrative responsibilities and provide recommendations for improving the quality and performance of the department and its subrecipients. The contract will represent in a consultant capacity and attend meetings with government officials and staff involved in the CoC Program at CoC full and Executive Committee, planning meetings and other CoC related meetings identify by the department.
