Specifications include, but are not limited to: Site Surveys will be required to document current conditions of utility poles and develop final locations of planned fiber shelters. Make-Ready Work will involve planning, development, and documentation to prepare any new poles and civil development for fiber huts. Planning and Design Work shall be heavily involved for all estimated 220 miles of the planned fiber route and the fiber shelters and equipment. In the event the currently planned fiber route requires modification, respondent shall be required to provide for and make such recommendations for modification and prepare all planning and design documents in connection. Ocalc analyses will be required for all utility poles to ensure they can structurally support the added weight of the fiber. Quality Control shall be conducted to ensure fiber is installed properly and all functional components are able to be operated efficiently and effectively as designed. Shall coordinate any inspections and obtaining all necessary permits and approvals for the project. Shall coordinate and work with the Expert Consultant/Advisor and the Project/Construction Manager(s) throughout the project, and will be reporting directly to the County. Prepare plans and specifications, as well as coordinate with the Grant Administrator (separately contracted), in developing bid/RFP specifications for the construction and any other associated procurements. All bids/RFPs are anticipated to be solicited through the Cumberland County Finance Department, Division of Purchasing. Conduct site evaluations and prepare the required permits for the client/recipient. Assist in matters related to land use as may be required by local planning, zoning, and environmental ordinances and participate in any hearing before such Boards, if necessary. Ensure all aspects of services rendered are in compliance with Federal, State, and Local laws and regulations. Shall conduct or coordinate an Environmental Health Practitioners analysis for all grant-funded actions. In consultation with the NTIA, will need to determine which level of a NEPA analysis is required: Categorical Exclusion, Environmental Assessment, or Environmental Impact Statement. The successful firm/individual shall either provide or retain sub-consultants at their own expense for the technical assistance necessary to provide the following work/services related to the Program as may, or may not, be required: o Pre-Design Work o Schematic Design o Design Development o Topographical Surveying o Project Cost Estimating o Preparation of Construction Documents o Geotechnical Engineering o Civil Engineering o Soils Testing o Environmental Assessments
