The City of Perth Amboy is requesting qualifications of Professional Planning Services. The City is in the midst of a period of significant growth, development and redevelopment activity and is seeking a forward thinking professional planner with demonstrated experience in progressive and redevelopment municipalities. The successful respondent will be required to performed, but not limited to, the following services: A. Master Plan, Land Use Ordinances and Development Regulations – Provide planning services, including opinions, recommendations, and reports on matters relating to the Master Plan and current and recommended ordinances and regulations. Provides updates to the Master Plan as required. B. Affordable Housing- Provide Assistance and planning services relating to the City’s obligations to provide affordable housing, and the affordable housing element of the Master Plan. C. Development and Redevelopment – Provide planning services, including opinions, recommendations and reports on matters relating to prospective and ongoing development and redevelopment projects including, but not limited to, evaluation of proposed development and redevelopment plans, undertaking studies on potentials areas in need of redevelopment, assisting in preparation of Redevelopment Plans and amendments of Redevelopments Plans, meeting and consulting with City Official and staff, Redevelopment Counsel and prospective and designated developers and redevelopers, the provisions of planning services chargeable to Redeveloper escrow accounts. D. General Planning Services – Provide planning services on general municipal matters, including but not limited to meeting with City Officials and staff, the City Business Improvement District staff and membership, evaluating and providing recommendations and reports relating to existing and proposed ordinances and regulations affecting land use, zoning and business. Attend meeting of the Planning & Zoning Boards and subcommittees thereof, with the City Administrator and City Professionals and staff as directed. Assist City Departments in the development of specific projects. Provide such other planning services as may be requested by the City Administrator, City Council or Planning & Zoning Boards after receiving authorization therefore. E. On-Call Planning Services, including: 1. Management and Implementation of Major Planning Efforts a. Provide feedback and guidance on major planning efforts undertaking by the Planning Board or Administration. 2. Environmental Remediation Oversight a. Manage HDSRF grants received to date to ensure compliance and completion. Apply for any new related grants. 3. Visioning/Strategizing with Administration a. Provide planning guidance to Administration and Council on an on-call basis. F. Park Development Oversight for Non-Redevelopment Areas 1. Assist Administration and the Department of Recreation with funding strategies, development oversight, and funding compliance for park projects outside of the Redevelopment areas.
