The College's health insurance and employee benefits broker will be expected to: 1. Analyze the College's health and benefit insurance needs; provide information on trends in 2. 3. 4. 5. employee benefits at New Jersey Colleges and New Jersey governmental units, and South Jersey private employers; provide information on trends in cost containment and offer alternatives, within the context of the College's collective bargaining environment, for containment of costs associated with employee benefits. Provide recommendations on plan design and plan provisions. Evaluate plan changes for the benefit of the College and its employees on at least an annual basis. Aggressively market the College's insurance programs by providing access to a wide-range of insurance carriers and products. Advertise for quotations in accordance with the County College statute. * Aggressively negotiate the conditions ofcoverage and price in atimely fashion so that the College will have sufficient time to evaluate competitive quotes for group insurance products. Support the annual "open enrollment" period by preparing or acquiring explanatory materials, and letters for employees. Coordinate the acquisition of appropriate insurance identification cards. Prepare brochures on the College's benefit package for new and current employees. Attend and present at various "open enrollment" meetings, the College benefits fair and various other employee or union meetings as requested by the College. Provide continuing administrative support to the College's account. Provide claim assistance to College employees including but not limited to: assuring appropriate claim forms are available, providing advice on processing claims and acting on behalf of the College and its employees on claims contested by the carrier(s). 6. Counsel employees who have separated from the College as to their rights under COBRA and the costs for continuing their coverage under COBRA. Invoice the employees that choose to participate, account for payments and ensure continued coverage. 7. Counsel retirees with less than 25 years of service of their rights to remain insured at their expense. Communicate with and assist current retirees and assist as to premiums, insurance trends, coverage issues, and claims processing. 8. Provide consulting services on health care cost control, claims auditing and utilization review. Provide utilization review and experience information from the carrier, as well as the firm's analysis, to the College on a regular basis of not less than semi-annually for each coverage. Identify trends in the data or unexpected results that could lead to additional design or plan changes. 9. Proactively provide insurance consulting services on the full range of current and emerging employee benefit issues such as domestic partner benefits, health savings accounts (HSA's), Medicare prescription plans and HIPAA compliance. 10. Provide a full range of wellness seminars, brochures and activities on an ongoing basis. College's requires Insurance Consulting Services for the New Jersey SEHBP. The Insurance Consultant will be expected to perform the following: 1. Ongoing review and monitoring of the SEHBP and examination of the SEHBP Annual Report and submission of an analysis of plan performance to the College, 2. 3. Attendance at the SEHBP Commission meeting and issuance of reports to the College on the actions of the Commission, including the new Educators Commission, Monitor the non-educator SEHBP performance results and issuance of reports relating t o cross over to the Educator's Plan, 4. Provide updates and regulatory bulletins related to potential legislative changes and regulations regarding the SEHBP, 5. 6. Examine funding alternatives for all lines of business, Assist in the College's budget process on an annual basis including the evaluation of rate changes for each January, 7. As requested, perform plan marketing and analysis of alternatives to the SEHBP, 8. Provide technical and underwriting support over possible plan alternatives to the SEHBP, 9. Review and make recommendations to the Office of Human Resources and administration regarding the options available under the SEHBP.
