1. Appointment of WBMA-TV Station Executive Director. WBMA-TV Station Executive Director shall be appointed by the Township Council by a majority vote of a quorum of its members and shall serve for a term of one (1) year from the first day of January of the year of their appointment. WBMA-TV Station Executive Director shall receive such compensation as the Council may agree upon and determine. 2. Roles and Responsibilities. WBMA-TV Station Executive Director shall include but not be limited to operating the township’s TV station and shall provide production services for all Township events listed below and report to the Township IT Department Director. Must have extensive PEG television broadcast and production experience, video production truck setup and operation experience, live remote broadcast operational experience, and more, as outlined below: A. Broadcast Server Operations: • Must know how to manage Telvue Hypercaster and ProVue Servers. • Daily programming, scheduling, and keeping up with current program schedule. • Keeping units updated with the latest Broadcasting, Video, and Sound Editing software. • Track broadcast network systems, schedule updates as needed, and schedule system maintenance. • Ingest of programs, transcoding of video, uploading of programs to connect cloud system. B. InfoVue Bulletin Board System: • Must know how to operate, create graphic content, upload content, and schedule content on the Telvue InfoVue Broadcast Bulletin Board Server and Remote Player Server located in the town hall. • Maintain InfoVue Server and update software as needed. • Maintain properly functioning system configurations. C. Live Streaming: • Set up and maintain live streaming of stations on website and OTT platforms, keeping track of live streaming servers and cloud services. • Live streaming of all meetings to Facebook • Live broadcast streaming from remote locations for productions in video production truck and certain off-site meetings D. Video Production: Produce content for the township, including meetings, community events, concerts, parades, and more. These productions include supplying the crew and any talent necessary for the events, including meeting coverage from remote locations using PTZ cameras and NDI video, multi-camera live switching production in video production truck, and ENG crews to cover events throughout the township. Must have experience using Tricaster Switchers, JVC Cameras, Panasonic PTZ Cameras, Newtek 3-Play System, Mac Computers, Adobe Creative Cloud Software, Final Cut Pro Editing Software – equipment currently owned by the township and being used at WBMA-TV. All productions shall be professionally edited, and final productions shall be made ready for broadcast, VOD, and Social Media Sharing. All productions are listed below. The contract shall deem all pricing for additional events as listed and shall receive such compensation as may be agreed upon and determined by the IT Director: • Township Council Meetings • Planning Board Meetings • Zoning Board Meetings • Township Events (i.e., 9/11 Remembrance, Veteran’s Day, MLK Day, etc.) • Township Events with Video Production Truck (i.e., Concerts, Parades, Sports, etc) • Cost for each additional Meeting $______________ • Cost for each additional Event $_____________ • Cost for each additional Video Production Truck Event $_______________ E. Planning: Assist with developing a complete Station assessment and a 5-year comprehensive plan. In addition, I must have experience and have done local franchising agreements for municipalities with local cable providers.
