Specifications include, but are not limited to: The Ocean County Department of Human Services is seeking sealed proposals for Behavioral Health Services, with the purpose of assisting Ocean County individuals (adults, children, older adults and families) experiencing a psychiatric emergency crisis through the provision of prompt assessment and evaluation, crisis intervention, stabilization, family crisis services, critical incident stress debriefing, and referral services. Psychiatric emergency screening centers should have a strong mobile crisis screening outreach component that will engage with individuals and families with the goal of mitigating undue visits to emergency departments, and ultimately psychiatric hospitalization. Services should be available 24 hours per day, seven days a week including holidays and serve residents of Ocean County regardless of an individual’s ability to pay and be accessible to all residents throughout Ocean County. The successful proposer(s) will be expected to furnish detailed level of service reports to the Ocean County Mental Health Board (MHB) and Systems Review Committee (SRC). More information on the Board and its’ mission can be found here. Periodically, the MHB updates its mental health plan to outline which populations and service gaps need to be addressed. The Plan is designed to inform public and private entities that seek to invest in the service delivery system of Ocean County. It is also crafted as a valuable repository of data and evidence of community needs to guide program development, workforce development, grant applicants and organization strategic planning. Children’s behavioral health services are examined in part by the Plan as well as by the Children’s Inter Agency Coordinating Council (CIACC) in greater depth.
