Bond Counsel will represent the interests of the municipality in connection with public financing, providing legal advice and opinions and drafting financing documents concerning particular projects and issues. Bond counsel works closely with the City’s Chief Financial Officer and Business Administrator and must be a Designated Bond Counsel by the State of New Jersey. In addition to all other requirements of this RFQ, Respondents submitting a Response for Bond Counsel must include a cost proposal to perform Bond Counsel services. The following are some general examples of the services that fall under Bond Counsel: 1. Provide advice on the structuring and documentation for municipal bond issues. 2. Ensure compliance with IRS regulations for tax-exempt bonds. 3. Provide legal opinions on the validity and tax status of bonds. 4. Ensures the adherence to federal and state securities laws. 5. Provide advice on debt issuance strategies, refinancing, and overall debt management.
