Specifications include, but are not limited to: 2.1 Once the contractor is activated, the City shall assign each contractor to an area, street or streets, section or sections within the City, and a check-in point. 2.2 The contractor shall be required to plow when called upon to do so by the Director of Public Works or other authorized DPW personnel. The contractor shall, all times, report to the assigned check-in point directly after the initial “call out” request is received by the contractor. The City shall inform the contractor when to start and stop plowing. NO WAITING/STAND-BY TIME SHALL BE ALLOWED. 2.3 Contractor shall respond to the City upon notification by the Director of Public Works within 3 hours of notification. The director shall make every effort for early notification in light of a pending major storm. 2.4 The contractor shall follow the same procedure upon completion of plowing operations, i.e. reporting back to the check-in point. 2.5. Plow starts shall mean the time that the plow actually begins removing snow, not from the initial notification that snow plowing services shall be required. The amount paid shall be based on the City’s recorded time for a plow start to plow finish. Should there be a discrepancy between the contractor’s time and the City’s recorded time the Business Administrator shall be the final arbitrator. 2.6 Should the contractor refuse to respond to the City’s call out, the City shall immediately forward written notice to contractor that he is in default of his contract and the City shall award the balance of the contract to the next lowest responsible bidder. 2.7 Should the City fail to reach the contractor on the first attempt, a second call shall be placed within a reasonable length of time, not to exceed one hour. If there is again no response, the contractor shall be considered to be in default of his contract. 2.8 When the contractor responds to a “call out” he shall be expected to plow for a minimum of four (4) hours unless released by the Director of Public Works or his designee. Contractor shall be required to plow continuously, with the exceptions of meal breaks or breakdowns, until released by the City Director of Public Works. 2.9 In order to supervise the snow plowing operation and to assist the contractor with any difficulties incurred during said work the City shall have City representatives on the road and personnel staffing the phones and radios at the DPW Garage. 2.10 In case of a breakdown to the assigned contractor’s equipment or any other emergency, the City shall, at the discretion of the Director of Public Works or other authorized DPW Personnel, assign other or additional contractors equipment to various areas, streets or sections to assist in the completion of plowing assignment. If the contractor is unable to fulfill the minimum of four (4) hours due to mechanical breakdowns, they will only be allowed time plowed on a pro-rated basis.
