The Scope of Work includes the following tasks, as a minimum: Task 1 – Water Quality Management Planning (WQMP) Services • Complete WQMP started under previous contract in accordance with the WQMP rule (N.J.A.C. 7:15-5.22). Task 2 – Environmental compliance services including LSRP Services • Identify, define, clarify and explain key environmental issues to the Authority. • Review all environmental investigation and remediation work plans, technical memorandums, and reports. • Prepare and implement environmental sampling plans for potential hazardous substance discharge sites found on Authority owned properties. Sampling plans shall conform to the requirements of the NJDEP. • Provide services of the Licensed Site Remediation Professional (LSRP) for oversight of environmental investigation and cleanup. • Advise and assist the Authority on all matters of environmental compliance. Perform inspections as directed and complete documentation. Prepare reports, as directed, within established timeframes • Attend and participate in meetings as requested by the Authority. Task 3 – Facilities Master Plan Development • Develop a Master Plan for the Camden County Resource Recovery Facility and its infrastructure to provide an overall plan to coordinate and prioritize recommended improvements that incorporates past studies, completed improvements, and future improvements to maintain system reliability, address current and potential regulatory requirements and enhance plant performance to reduce operational costs and incorporate process enhancements. Task 4 - Management of NJ Environmental Infrastructure Bank Funding requirements • Assist CCMUA in preparation, submittal and maintenance of all documents required to apply for, manage and close I-Bank loans for Environmental Capital projects. • Attend and participate in meetings with DEP and I-Bank staff, as requested by the Authority
