The successful bidder will assist the Town in formulating substantive and proceduralrequirements for reviewing applications submitted to the Town for comprehensive permitsunder Chapter 40B. The outcome of the project will be a set of procedural guidelines, forboth non-profit and for-profit housing development organizations, that are descriptive ofwhat Needham seeks in affordable housing on such issues as scale, siting, density, levels ofaffordability, and design.
