The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Advantor Systems, located in Orlando, FL, as the sole manufacturer of proprietary Intrusion Detection and Access Control systems. Advantor Systems' Intrusion Detection and Access Control systems are the only known systems that meet NAWCADLKE’s security requirements. Advantor Systems developed these systems at private expense and the Government does not own the rights to these proprietary systems. At this time, the Government is not pursuing the purchase of the associated data rights due to unsupportable timeline and cost.
THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis to Advantor Systems under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals; however, the Government will consider all responses to this notice. A determination by the Government not to compete this requirement is solely within the Government’s discretion. Responses must be received within fifteen (15) days of publication of this notice.
