This Sources Sought Notice is being issued strictly for market research information and planning purposes only and shall not be construed as a solicitation, obligation or commitment on the part of the Government.
The purpose of this Sources Sought is to help The Department of the Navy, Naval Facilities Command (NAVFAC) Naval Weapons Station Earle (NWSE) in Colts Neck, NJ, understand industry’s best practices and sources capable of meeting the requirements detailed by this announcement. NWSE welcomes responses from all interested parties; however, no decision or award of contract will be made based on responses from industry for this inquiry. NWSE shall not pay for the preparation of, nor the subsequent use of, information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of NWSE’s review of the information received. Additionally, NWSE does not intend to hold discussions concerning this Sources Sought with any interested parties, however, NWSE reserves the right to contact contractors if additional information is required for clarifications as it pertains to this request for information (RFI).

Requirement Information:
NWSE intends to solicit a Firm Fixed Price Base + Four (4) Option Year IDIQ for miscellaneous paving, concrete and project related minor construction work.
Under this requirement the successful Contractor shall furnish all labor, equipment, materials, transportation, prepare and coordinate relevant documentation, establish and maintain coordination between all parties, provide project management services, supervision and technical expertise to perform various requirements to include work related to:
- Pavement installation & maintenance that involves aggregate base course, asphalt base course & asphalt wearing course
- Concrete rehabilitation & maintenance
- Installation & maintenance of traffic control devices; including but not limited to guardrails and pavement markings, etc
- Mobilization readiness and response time capabilities
To that end, NWSE seeks to gather information about primary sources able to meet this requirement.
- In accordance with FAR 36.204, the magnitude for this requirement is between $1,000,000 and $5,000,000.
- The NAICS Code for this requirement is 237310 Highway, Street, and Bridge Construction. The associated Small Business Size Standard for this industry is $45,000,000.00.
Instructions to Contractors:
All interested contractors are encouraged to submit a response clearly demonstrating their capability to perform this requirement. Proposals are not currently being requested. Responses to this Sources Sought cannot be considered as offers and cannot be accepted by the Government to form a contract. No formal solicitation exists at this time, and no set-aside decision has been made. Responses to this Sources Sought should include the following information:
- Provide documentation that explicitly demonstrates the capacity and capability of satisfying the Governments’ requirements:
- This may include contract numbers, locations, and (if available) points of contact for previous similar work and/or past performance questionnaires (PPQ’s).
- The capabilities statement should be brief and concise; do not exceed ten (10) single sided pages.
- Provide statement of the firms’ socioeconomic status (i.e. SB, 8(a), HubZone, EDWOSB, WOSB, SDVOSB, etc) and Size.
Notice to Contractors:
Effective 7 May 2025, Standards for Military Base Access for all Contractors, Subcontractors, and delivery drivers MUST:
- Present a valid Real ID qualifying driver’s license or US passport/passport card
- Provide a copy of proof of permanent residence (aka Green Card) where applicable
- Pass a criminal history background check
- Provide base access documentation 2-weeks in advance of visit (This documentation is provided to the Contractor from the project COR after contract award)
