Development Partner Services
The Newark Housing Authority (NHA) in New Jersey is requesting Statement of Qualification submissions from parties with extensive affordable housing development experience. NHA intends to procure a pool of qualified development partners to address its development priorities and develop high-quality, energy- efficient, innovative, sustainable, mixed-income housing. Development Partners will be selected based on experience. Selected partners will be expected to assist NHA in planning and implementing feasible affordable and mixed-income housing development strategies utilizing a variety of financing tools to leverage NHA funding, including, but not limited to, tax credits, debt, grants, and other approaches.
Interested parties with recently demonstrated ability to perform comparable work are invited to obtain a copy of the Request For Qualification (RFQ) by visiting the NHA website www.newarkha.org/.
A Pre-Submission Conference will be held via Zoom on Wednesday, April 2, 2025, at 1:00 pm ET. Interested parties can register for the conference via the link below (also posted on NHA website).

Interested companies are invited to obtain a copy of the complete Request BID by visiting the Newark Housing Authority website: www.newarkha.org and www.bidnet.com. Registration at the BidNet platform is required to access the documents. There is no fee associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities on the Bidnet platform.
All questions about this solicitation must be submitted by Wednesday, April 9, 2025, at 3:00 pm ET through Bidnet using the question submission function specific to this solicitation. Questions received before the aforementioned deadline will be answered online via Bidnet.
All responses to this RFP must be received by 3:00 p.m. on Wednesday, May 7, 2025, via the www.bidnet.com platform. No paper or emailed responses will be accepted.
These qualifications are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (P.L. 1975, c. 127) (Affirmative Action). This solicitation is subject to the requirements of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq. and the Uniform Administrative Requirements, 2 CFR Part 200, et seq.
The Newark Housing Authority, at its sole and absolute discretion, may, in part or entirely, accept or reject any and all submissions, re-advertise this RFQ, postpone or cancel this solicitation process at any time, or waive any irregularities in this RFQ or in the submissions received as a result of this RFQ. The NHA also reserves the right to select one (1) or more Respondents to this RFQ or none of the Respondents. No modifications to a submission will be permitted after it has been received by the NHA without the NHA's prior consent.
