2025 Environmental Assessment

RFP # 25-S-002

The Newark Housing Authority (NHA) is soliciting proposals to qualify consultants to contract with NHA to provide consulting on behalf of NHA or its affiliate(s) for one or more of the specializations listed below on an “as-needed” basis, under the issuance of task orders during the term of the contract. The selected consulting firm(s) shall furnish all expertise, labor, and resources in accordance with the requirements of NHA or its affiliate(s). It shall provide complete services necessary for the task order(s) issued throughout the duration of the contract.

NEPA and NJDEP
Phase I Environmental Assessments
Phase II Environmental Assessments and Coordination of Regulatory Processes
Peer Review and Regulatory Advisor
Other Environmental, Remediation, and Demolition Services as Needed

Interested companies with recent, demonstrated ability to perform comparable work are invited to obtain a copy of the full Invitation for Bid (RFP) on the Newark Housing Authority website https://newarkha.org/ and at  www.bidnet.com.   Registration is required to access the documents.  There is no fee associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities.

All questions about this solicitation must be submitted by Wednesday, April 23, 2025, at 3:00 PM ET through Bidnet using the question submission function specific to this solicitation. As mentioned above, all questions received before the deadline will be answered online via Bidnet.

All responses to this RFP must be received by 3:00 p.m. on Wednesday, May 07, 2025, via the www.bidnet.com platform. No paper responses will be accepted. 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. This solicitation is subject to the requirements of N.J.S.A. 40A:11-1 et seq. and 2 C.F.R. §200 et seq.

These bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.

The NHA also reserves the right to award all or a portion of the award to one (1) or more Respondents. No modifications to a bid will be permitted after the bid has been submitted to the NHA without the NHA's prior consent. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. This solicitation is subject to the requirements of N.J.S.A. 40A:11-1 et seq. and 2 C.F.R. § 200 et seq.
