INVITATION TO SUBMIT PROPOSAL
Morris County is seeking proposals for the printing of addresses and mailing of Sample Ballots for the Primary and General Elections as well as the Annual School Board and/or any Special School Elections that may occur throughout 2014-2015. Morris County has 396 Election Districts and approximately 325,000 active and inactive voters. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.1, et seq. Contractors will be selected by a committee on an evaluation of the most advantageous technical proposal, price, and other factors. Proposals will be evaluated on the basis of the following criteria: 1. Contractor’s professional qualifications, availability and experience of key personnel working on the project. 2. Understanding of Project Scope of Work, appropriateness of work proposed in description and guidelines; Contractor’s innovation and ingenuity applied to project. 3. Prior experience and familiarity working with the County of Morris or agencies similar in scope; experience with the Morris County Superintendent of Elections requirements. 4. Cost/Fee Proposal. Sealed RFP responses must be received by the Purchasing Agent no later than 2:00 pm on Thursday, February 20th, 2014. Respondents are expected to examine the RFP with care and observe all its requirements. All questions about the meaning or intent of this RFP, all interpretations and clarifications considered necessary by the Owner’s representative in response to such comments and questions shall be issued by addenda delivered to all parties recorded as having received the RFP package. Only comments and questions responded to by formal written addenda shall be binding. Oral interpretations, statements or clarifications are without legal effect.
