Summary of Specifications:
The County of Morris is soliciting proposals to provide consultant support to develop a new, innovative and creative County Circulation Element of the Morris County Master Plan that will be used as a comprehensive guide for all planning processes that surround and impact transportation. The Circulation Element of the Morris County Master Plan, which was formerly adopted in 1992, needs to be rewritten, as its contents are outdated and recommendations lack competitive justification for funding and implementation. The goal of the Circulation Element is to provide a safe and efficient transportation network for Morris County and the region. The project is estimated to last eighteen (18) months, starting in November 2014 and concluding in May 2016.
This project is funded in part with federal funds through a NJTPA grant and is, therefore, subject to federal, state and local laws, rules and regulations. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2,et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
