Notice is hereby given that sealed bids will be received by the Purchasing Agent of the County of Morris on Tuesday, May 7, 2024 at 11:00 AM, Eastern Standard prevailing time in the Office of Purchasing, Room 517, 5th Floor, Administration & Records Building, 10 Court Street, Morristown, New Jersey for the respective project as follows:

Bid #M22-115 Milling & Resurfacing, Troy Hills Rd/S Beverwyck Rd (C.R. 637) in the Township of Hanover & Parsippany-Troy Hills for the Morris County Department of Public Works, Division of Engineering & Transportation consisting of, but not limited to, 60,414 S.Y. – HMA Milling, 3” or Less, 7,328 Tons – Hot Mix Asphalt 9.5M64 Surface Course, 42 C.Y. – I-9 Soil Aggregate, 454 S.Y. – Concrete Sidewalk, 4” Thick, 91 S.Y. – Concrete Slope Gutter, 6” thick, 438 S.Y. – Stone or Gravel Driveway, 6” Thick, 45 S.Y. – Detectable Warning Surface, 816 L.F. – 9”x20” Concrete Vertical Curb, 1,501 L.F. – Beam Guide Rail, 18 Unit – Tangent Beam Guide Rail Terminal, Railroad Flaggers, Reconstructed & Reset Inlets, Warning & Regulatory Signs, 17 Unit – Tree Removal (various sizes up to 24” diameter) in addition to other miscellaneous items.
Bids are available for downloading for FREE from BidNet Direct at http://www.morriscountybidsystem.com/, or may be picked up on or after Tuesday, April 23, 2024 in the Division of Engineering and Transportation located in the Schuyler Annex Building, 30 Schuyler Place, 3rd Floor, Morristown, New Jersey, 07960, between the hours of 8:30 AM-4:30 PM. Payment of Fees is by check or money order for a non-refundable fee of $50; made payable to “County of Morris”, with Bid Number and Name in memo section of check. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Bids must be enclosed in a sealed envelope bearing the name and address of the bidder, and the Bid number and title spelled out on the outermost packaging, addressed to the Purchasing Agent of the County of Morris.
Each bid must be accompanied by a certified check, cashier’s check or bid bond in the amount of ten percent (10%) (not to exceed $20,000.00) of the total bid, payable to the County of Morris, as a guarantee that if the contract is awarded to the Bidder, they will enter into a contract and provide the necessary bonds and insurance as required by the County and the Division of Risk Management.
Bid proposals shall be delivered to the Purchasing Agent either in person at the hour designated, or previous thereto, by delivery or mail, at the Morris County Purchasing Division, Room 517, 5th Floor, Administration & Records Building, PO Box 900, Morristown, New Jersey, 07963 0900. No bids shall be accepted after the designated time, and Morris County will not assume responsibility for bids forwarded by mail or delivery service, nor any other conveyance.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as specified in the Contract Documents. EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
Bid and Proposal requests herein are solicited through a fair and open process, pursuant to N.J.S.A. 19:44A-20.4 et seq.
The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.

In accordance with past guidance regarding Covid-19, the County of Morris requests that the public maintain social distancing. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building.
A bid review and provision of unit prices will be posted online once available.
Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located outside of the Purchasing Office, 5th floor of the Administration and Records Building, 10 Court Street, Morristown, New Jersey.

TABULATION SHEET: Available on Bidnet within 1 week AFTER close of bid. Award of contract by the Board of County Commissioners will be made within 60 days.
