Summary of Specifications:
This RFP is for the design of bridge-mounted navigation lights on Morris County Bridges Nos. 1400-819 and 1400-820 (Espanong Road and Brady Road, respectively). The bridges span narrow portions of Lake Hopatcong. The navigation lights will be designed to meet the requirements of the Department of Homeland Security/United States Coast Guard, Office of Bridge Administration’s standard entitled, “Bridge Lighting and Other Signals” (33 CFR 118.65) and Title 33: Navigation and Navigable Waters, Part 118 – Bridge Lighting and Other Signals (33 CFR 118). Engineering Design Services shall include all phases of engineering; preparation of bid documents (plans and specifications), field investigations, reviewing existing bridge as-built plans and inspection reports, utility coordination, and obtain approval from the United States Coast Guard District Commander in accordance with §118.25 Application Procedure and §118.30 Action by Coast Guard of the aforementioned Title 33.
The County anticipates that the bridge navigation lighting installations will not require New Jersey Department of Environmental Protection (NJDEP) permits, will not require Soil Erosion and Sediment Control Plan Certification; and, will not require right-of-way or easement acquisitions. The Consultant shall study alternate design schemes for various lighting systems available including 1) conventional hard wired electric; 2) electric with solar backup; 3) exclusively solar with individually powered units; and, 4) exclusively solar with a single source panel. The electric option will require an electrical engineering design and coordination with Jersey Central Power and Light.
