Summary of Specifications:
The primary goal of this RFP is to provide the Northern New Jersey Urban Area Security Initiative (NJUASI) Executive Committee and it designees with a pre-qualified pool of no more than five consulting firms in each category below, from which the County may select to award, at its discretion, to provide emergency management and homeland security technical assistance including, but not limited to, the following categories of services:
1. Planning, 2. Training, 3. Exercising Support, 4. Administrative and Grant Support 5. Scope of Service Development. 6. Technical Service and Support
Specifically, this process is designed to accomplish the following:
• Develop a categorization of suppliers so that NJU ASI can easily determine who is capable of providing the various types of technical assistance services • Streamline evaluation and selection of suppliers for specific projects and procurements • Advertise bid opportunities to suppliers more effectively
This RFP is based on the anticipated needs of the NJUASI. Specific project orders will be issued only when and if these services are needed and funding is available. Only project specific agreements will be binding on either the Consultant or the County of Morris. The County of Morris reserves the right to extend the use of these Projects to other NJUASI counties, in accordance with LFN 2005-14. Project orders will be issued on an “as needed” basis as various projects are initiated. A distinct project order will be issued for each individual project. The County will sort responses, establishing a list of responding Consultant’s by discipline, for use in selection. Consultants are invited to provide qualifications for multiple categories. A single RFP Response can qualify a firm for multiple categories of work, however separate sections in the Response must be provided. Clearly state the type of work the firm intends to qualify for.
The County of Morris reserves the right to award contracts to multiple vendors for each category of service.
This project is being funded through an Urban Area Security Initiative (UASI) grant through Morris County. Funds for this contract will be contingent upon receipt and fulfillment of this grant. All work must be completed no later than August 31st, 2015.
