The Housing Authority of Bergen County will accept proposals and seeks to engage qualified vendors to perform Housing Quality Standard (HQS) Inspection Services and Emergency Solutions Grant (ESG) Habitability Inspection. All services must comply with PHA policies, state and local laws, and be in accordance with the guidelines established by the United States Department of Housing and Urban Development (HUD) for the Section 8 HCV Program and ESG Program.
The Housing Authority of Bergen County (HABC) provides assistance to qualifying individuals and families renting housing units in various communities throughout Bergen County. Under the regulations established by HUD, a housing unit must meet Housing Quality Standards or habitability standards and must be maintained in decent, safe and sanitary condition in order to be eligible for a subsidy.
The Authority requires that all Inspectors are fully trained, certified and knowledgeable of HUD HQS regulations. Inspectors must have the ability and knowledge to conduct the inspections for all assisted units, which include independently owned homes, row houses, town houses, elevator buildings and duplexes. Inspectors must be able to conduct habitability inspections for the Emergency Solutions Grant (ESG).
Vendor/Inspector must be able to comply with all HABC policies regarding scheduling, conducting inspections, notification to tenants and landlords, inspection reports, and communication with HABC staff and clients. Further, the HABC anticipates when HUD requires implementation of the Uniform Physical Condition Standards- Voucher (UPCS-V) the Vendor must ensure that Inspectors are fully trained and certified to conduct inspections using the new standard.
Respondents to this Request for Proposal must be licensed to do business in the State of New Jersey, must be experienced in performing HQS Inspections for PHAs, must at a minimum have a staff of two available to conduct inspections for HABC, and understand HUD federal regulations.
