Specifications include, but are not limited to: Provide technical assistance for a water re-use demonstration program on Star Island, Isles of Shoals, NH. Task 1 - Development of water quality standards to support specific recycled water uses on Star Island, which are protective of human health. It is anticipated that a risk based framework will be used for development of water quality standards, as defined in the WERF 2017 guidance. document. Pathogen targets may include fecal coliform, total coliform, virus, and protozoa targets in the reclaimed water. Task 2 - Identification of reliable, proven treatment technologies and approaches (treatment toolbox) to meet selected water quality standards, including tertiary filtration and disinfection systems that can be coupled with the WWTP to meet selected water quality standards. Task 3- Discussion and refinement of Task 1 and Task 2 findings at a workshop with NH DES and SIC project team. Workshop may be conducted at a meeting or video conference. Task 4 -Development of a tailored water quality test program for secondary effluent of the upgraded Star Island WWTF, to establish specific design criteria for a recycled water treatment system on Star Island. Task 5 – Implementation of water quality test program. Sampling and analysis will be performed Star Island project team, NH DES and firm, as defined in Task 4. Firm may be responsible for coordinating and performing specialized testing as needed (e.g., collimated beam testing, particle distribution analysis). Task 6 - `Development of design criteria for water re-use treatment system. Firm will analyze data from Task 5 and assist with development of design criteria and treatment process approach. Task 7 – Summarize major findings of Tasks 1 to 6 in a report. A draft summary report shall be submitted to NH DES for review and comment. A final summary report (electronic) shall be submitted addressing NH DES comments. Task 8 – Peer review of water re-use treatment system final design. Final design will be performed by SIC project team for review and approval by NH DES. Firm will provide peer review. Task 9 – Provide recommendations for development of water re-use treatment system operations and maintenance (O&M) plan.
